It's my understanding that we first may have a 2-round FA draft for all available players. Then, the admins have yet to discuss exactly how waivers/FA will work, especially given the fact that we are currently spread into two ESPN leagues. I'm sure they'll have more for us soon now that the rookie draft is winding down.
